PDF Page Numbers Starting on the Wrong Page? Here’s the Fix
Why this happens
Almost every browser-based numbering tool, ours included, replaces a token like {p} with the page’s physical index in the file. Page 2 of the PDF is page 2, full stop. The page-range setting controls which pages get a number printed on them — it does not renumber them.
So when you set the range to “pages 2 to 20” hoping the cover stays clean and the next sheet becomes page 1, you get a clean cover and a first content page labelled 2. The tool did what you asked; it just is not the thing you wanted.
This trips people up because word processors behave differently. Word and Google Docs separate physical pages from logical numbering, which is why they can restart numbering mid-document. Once a document is flattened to PDF, that distinction is gone.
The fix: change the physical pages, not the labels
If numbering follows physical position, then the way to control numbering is to control what is physically in the file when you number it.
- Split the front matter off. Open Extract PDF Pages and pull out everything from your first content page to the end. If the cover is page 1, extract pages 2 onwards. In the new file, your first content page is now genuinely page 1.
- Number that file. Open Add Page Numbers, apply your format —
{p}for a bare numeral, orPage {p} of {t}— and download. - Put the cover back. Open Merge PDF, add the original cover first and the numbered file second, and merge.
The result is a document with an unnumbered cover and content numbered from 1. It takes about two minutes and costs nothing.
Two things worth knowing before you start
The total count reflects the file you number. If you use Page {p} of {t}, the {t} is the page count of the split file, not the reassembled document. A 20-page document with a cover becomes “Page 1 of 19”. That is usually what you want — the cover is not part of the numbered body — but check it against whatever style guide you are following, because some expect the total to include front matter.
Extract the range in one pass. Pulling pages out in separate operations and merging them back can reorder them. Take the whole content block in a single extraction, and verify the order before numbering. If it does need rearranging, do that with Rearrange PDF Pages before you number, never after — numbers are drawn onto the page and will travel with it.
Related problems with the same cause
Numbers landing on top of an existing footer. Increase the vertical margin, or move the number to the opposite corner. The tool draws where you tell it; it cannot see what is already there.
Numbers invisible on some pages. Usually dark backgrounds or scanned sheets with heavy shading. Change the colour, or move the number to a lighter part of the page.
Numbers on a scanned document. They apply fine — the digits are drawn over the image. But the rest of the page is still a picture, so nothing is searchable. Run OCR if you need the text itself.
The file will not load at all. Nearly always a password. Clear it with Unlock PDF where you hold the password and have the right to change the file.
What this method cannot do
Being straight about the limits, because it saves you time. This approach gives you an unnumbered front section and a body numbered from 1. It does not give you Roman numerals for front matter, zero-padded reference numbers like ABC-000123, or numbering that resumes where a previous document left off. Those need dedicated desktop or legal software. If your requirement is a formal Bates production across multiple volumes, use a tool built for it.

How do I skip the cover page when numbering a PDF?
